Government of India , Ministry of Defence, Department of Defence Production launched a key initiative named as “MISSION RAKSHA GYAN SHAKTI” (MRGS) in the month of April 2018, to spur creativity and stimulate innovation in Indian defence sector. MRGS aims to institute an enabling framework for creation and management of Intellectual Property (IP) culture (Patents, Designs Trademarks, Copyrights, Semiconductor Integrated Circuit Layout Designs, Geographical Indications, Plant Variety Protection and Trade Secrets etc). 1. Promoting awareness on IP and IPRs.
2. Creation of IP assets.
3. Management of IP rights.

DPSUs need to continually focus on and identify the immense untapped potential for generation of IP during the process of Indigenisation of components and sub-assemblies used in defence platforms. The goal of indigenisation should include tangible value addition in the indigenised items. Indigenisation should result in new knowledge, new process and product development / improvement. Indigenisation Division of DDP is the Nodal agency responsible for the purpose of coordination and monitoring MRGS implementation by DPSUs through the IPF Cells already established at all DPSUs. MRGS lays down vibrant ecosystem for spreading awareness regarding IP and IPRs to spur creation of IP and institute a framework for protection of legal IP Rights. These initiatives will incentivize indigenous inventions, designs, development and manufacturing of advance military systems and technologies and will act as a force multiplier in the thrust towards self-reliance in the defence sector.
